DPW SERVICES FEES

Note that some projects will require application of fees relative to road/utility main work as well as building/utility service work if that is within the scope of the proposed project. All measurements to be determined by the Town department that collects the fee.         

I. Projects involving work in a road and/or installation of municipal utility mains (water, sewer and/or drainage). That could include DS, PS, SPR, CP, SP/V, or RC1.

A. DPW Plan Review Fee 2  (collect at time of application submission/resubmission)

  1. For PS: $1/linear foot (l.f.) of road right-of-way being created or developed.         
  2. For other than PS: $3/l.f. of road right-of-way being created/developed or the longest length of the total run of main for any one utility (including those outside of the road right-of-way), whichever is greater, less any previously paid PS fees.         
  3. For resubmittals, including resubmittals required by DPW comments: $1/l.f. of roadway being created/developed or the longest length of the total run of main for any one utility (including those outside of the road right-of-way), whichever is greater.

B. DPW Development Services Fee2 (collect prior to issuing project approval)

  1. $10/l.f. of roadway being created/developed or the longest length of the total run of main for any one utility (including those outside of the road right-of-way), whichever is greater.

II. Projects involving building construction and/or installation of municipal utility services (water, sewer and/or drainage). That could include PP, SPR, CP, SP/V, or RC1.

A. DPW Plan Review & Development Services Fee2   (collect at time of application submission/resubmission)         
(If the project is one that has already paid this fee under another permit process, only the 20% resubmittal fee will be charged.)

  1. $200/lot for lots no greater than 25,000 square feet (s.f.), 1 set of utility services.        
  2. $300/lot for lots > 25,000 s.f. but no greater than 50,000 s.f., 1 set of utility services.        
  3. $400/lot for lots > 50,000 s.f. but no greater than 100,000 s.f., 1 set of utility services.        
  4. $500/lot for lots > 100,000 s.f., 1 set of utility services.   
  5. Add $100/lot for each additional set of utility services.         
  6. Add 20% of fee for each resubmittal, including resubmittal to incorporate DPW comments.         
  7. For projects that do not involve the construction of a new, habitable, complete building/structure (i.e. additions, sheds, decks, pools, etc.) AND involve no utility work, the above fees are to be reduced by 50%.

 Notes         
1DS = Definitive Subdivision, PS = Preliminary Subdivision, SPR = Site Plan Review, A = Form A Subdivision, CP = Comprehensive Permit (per MGL Ch. 40B, Sect. 21), SP/V = Special Permit/Variance, RC = Roadway Conditions, PP Plot Plan/Building Permit.

2For roadway and/or utility main projects, the plan review fee relates to DPW Division Heads and other staff time logging in documents, performing the technical review including associated research, issuing the comments, and filing and scanning the documents into the Engineering document retrieval system; the DPW Development Services Fee relates to costs for construction inspection, as-built surveying, and mapping including updating of utility atlases and other features in GIS. The fee for projects involving building construction and/or utility services encompass all of the above services.
