Housing Services and Programs

Community Development, Housing, Homelessness & Special Needs Action Plan

Each year, the Town of Weymouth (Town) receives grants (Community Development Block Grants [CDBG] and HOME Investment Partnership Funds) from the United States Department of Housing and Urban Development (HUD). HUD requires that the grants be awarded predominately to meet the needs of low- and moderate-income Town residents. An activity is one that benefits low and moderate-income residents if it:

  • Serves a low-moderate income persons on either an "area basis" (e.g., a
    Target Area); or
  • Serves a "limited clientele," where at least 51% are low or moderate income persons; or
  • Solely serves persons presumed to be low-moderate income*.

In accordance with HUD regulations, the Town must submit an Annual Action Plan to HUD, containing, among other things: a description of the Town's public participation and consultation process; identification of the Town's priority housing and community development needs; and an "action plan" proposing activities to meet such needs. The Plan serves as:

  • A Planning document;
  • An annual update to Town's Five-Year CPS; and
  • An application for funding under HUD's CDBG and HOME programs

The Five-Year Consolidated Planning Strategy (CPS)** identifies the Town's housing and community development needs, and strategies to meet them over a five-year period. Activities proposed for funding CDBG and/or HOME funding in an Annual Action Plan must meet needs identified in the Five- Year CPS. The Town selects activities to fund from submitted applications. * HUD regulations include in this group the elderly; severely disabled; homeless; etc.
** The most current Five-Year Consolidated Planning Strategy covers the period from 2005-2009. It is available for reviewing or copying in the WDPCD or for download below.
