Capital Improvement Plan

A Capital Improvement Plan (CIP) is a short-range plan that identifies outstanding capital improvements, as well as a schedule and options for financing those improvements.

Section 6-10 of the Town Charter tasks the Mayor with preparing a townwide CIP for a planning period of five years and annually revising this plan with regards to capital improvements still pending or in the process of being acquired, improved, or constructed. The Planning Board serves as the Mayor's Capital Planning Committee, responsible for assisting the Office of the Mayor with preparing the Town CIP.

Each year all Town officers, boards, and committees provide a list of proposed capital projects to the Planning Board. The Planning Board considers the relative need, timing, and cost of these projects and submits to the Mayor an annual report containing a CIP for the next five fiscal years.
