Every five years, the U.S. Department of Housing and Urban Development (HUD) requires the Town to develop and submit a Consolidated Plan for its investment of CDBG funds. This Consolidated Plan provides a comprehensive assessment of the Town's affordable housing and community development needs, and further identifies specific goals for CDBG spending by the Town over the next five years. 

The Consolidated Plan is carried out through the Town's Annual Action Plan which provides a summary of the activities that will receive funds (e.g., funds for the Department of Elder Services to transport seniors to medical appointments), and how much funding. Such fund usage is consistent with the applicable Consolidated Plan. The Town reports on all accomplishments and progress towards the Consolidated Plan goals through the Consolidated Annual Performance and Evaluation Report (CAPER).
