Substantial Amendment made to the CDBG Annual Action Plan for FY 2014-15

In accordance with Town's Community Development Block Grant (CDBG) Citizen Participation Plan and applicable HUD regulations (24 CFR 91.505), the Weymouth Department of Planning and Community Development (DPCD) is substantially amending the FY 2014-2015 Annual Action Plan (Plan) under CDBG program.

DPCD is cancelling “Street Improvements on Biscayne, Violet, Trefton and Montcalm Streets” (the Idlewell area located in Census Tract 42260, Block 7).), funded at $240,391.40, and is instead funding the following:

  • Street Improvements at Sundin Road, Erickson Road, and Klasson Lane ($350,000 estimated)
  • Park Improvements at House Rock Park and at Bradford Hawes Park ($100,000 estimated).

Based on the newly available Low-Moderate Income Summary Data (LMISD) from Census 2010, the Idlewell area is no longer a low/moderate income area.  At the time the original funding decision was made, pursuant to Census 2000 data, 48.1% of the residents there were determined to be low/moderate income, meeting the requirement, under Census 2000 LMISD, that at least 43.2% of the residents in an area were low/moderate income.

Pursuant to LMISD derived from Census 2010, eligible CDBG target areas are not the same as those that existed under Census 2000. Under Census 2010, the proposed improvement projects are located in low/moderate income target areas. Such areas must have a minimum of 42.95% low/moderate income residents.

Sundin Road and House Rock Park are both located in Census Tract 42250, Block 23, where 53.5% of the residents are low/moderate income. Erickson Road and Klasson Lane are located in Census Tract 42240, Block 05, where 56.29% of the residents are low/moderate. Bradford Hawes Park is located in Census Tract 42230, Block 24 where 42.95% of the residents are low/moderate income.

The public hearing will be held on September 18, 2014 to review this Sustaintial Amendment to the Plan as well as present the FY 2013-2014 Consolidated Annual Performance and Evaluation Report (CAPER).
