This is a public hearing to substantially amend the 2019-2020 Annual Action Plan as it pertains to the use of special COVID-19 related Community Development Block Grant under the CARES Act. Such funds must be used to prepare for, prevent, and respond to COVID-19.
The substantial amendment will transfer about $50,000 from the Small Business Grant program to the Emergency Housing Assistance program run by NeigborWorks Housing Solutions of Massachusetts. Applications for SBG funds have been insufficient (e.g., very few applications have been submited despite outreach) while the demand for emergency housing assistance remains high.
